Rudy can do it
Peggy Noonan is right on the money in today's WSJ editorial. First, with regards Rudy Giuliani as the man to be in charge of our new domestic security agency. His negatives for conservatives are several, but hardly fatal, and in no way overcome his ability to kick ass and take names. This is no time to play nice; it will take Draconian measures and someone will need to have the stones to fire a whole bunch of underachievers at the political levels in a variety of agencies. Rudy can do.
The second point is the need to scrap the vaguely Eurofascist name "Homeland Security." I had exactly the same reaction as Ms. Noonan when this unfortunate thing was so named last fall, and given to Vice President Ridge as a way to keep his name in the public's eye(oops, did I just write VP?).
A better choice might be department of domestic security, although this can sound like an agency meant to make peace between couples. The best choice might well be "Department of Internal Security." This is somewhat clearer than "domestic security", and has none of the fascistic connotations of "homeland security." Another advantage is that to security professionals (yers truly included), "internal security" normally connotes counter-espionage and counter-sabotage against folks within your organization. At the cabinet level, "organization" becomes the United States and all of its territory.
Regardless, what really counts is that we do this thing smartly and crisply, and now.
