Siamese Twins and Homeland Security

With regards the proposed department of homeland security, this quotation is of note:

"If you tried to separate out a function, the way we work, it would be essentially like trying to separate Siamese twins." Thus saith Dennis Murphy, assistant commissioner for public affairs at Customs (emphasis added). Mr. Murphy, whose only mistake is his unintentional candor, is undoubtedly speaking for most agencies in Washington.

In fact, it is way we work that is a major part of the problem. Everyone gets comfortable doing things the way they're used to doing them. Wake up, bureaucrats...a new day has dawned.
